To keep Canada’s economy moving, accessing safe, professional drivers and workers globally is an absolute necessity,” says Laskowski.

The CTA warns that the existing immigration frameworks have been heavily exploited by bad actors. Unscrupulous carriers frequently leverage widespread immigration scams, utilizing shadow consultants and fraudulent commercial setups to bypass regulations. Rather than addressing actual supply chain shortages, these schemes function as human trafficking networks that exploit vulnerable foreign nationals and systematically undermine compliant private sector operators.

Furthermore, these fraudulent operations rely heavily on labour misclassification schemes such as the « Driver Inc. » model to artificially lower operating costs, dodge corporate taxes, and strip drivers of basic labor protections.

To directly combat forced labor and modern-day slavery at the ground level, CTA’s provincial members, the Manitoba Trucking Association (MTA) and the Ontario Trucking Association (OTA) have partnered with the Joy Smith Foundation to deploy industry-specific tools and raise public awareness. Therefore, while the industry is taking proactive measures to help, federal policy must evolve to shut down the systemic loopholes that human traffickers exploit.

Consequently, CTA is advocating for a mandatory Trusted Employer Program. Under this framework, only thoroughly vetted, safety-compliant, and labour-compliant carriers would be granted permission to utilize international recruitment programs.

The CTA is currently engaged in an active working group with Employment and Social Development Canada (ESDC) to map out the logistics of this model.

« We do not need fewer safeguards; we need smarter, more rigid ones, » stated Jonathan Blackham, CTA’s Director of Public Affairs. « The CTA is fully committed to our working group with ESDC, but we need to accelerate this process and bring forth the trusted employer as soon as possible, which will allow our sector to reliably serve
