While counterterrorism remains an important consideration, the sector is increasingly exposed to organized crime, drug trafficking, illegal firearms, contraband, labour exploitation and other illicit activity.

The Alliance also pointed to growing concerns about organized crime in trucking, including “chameleon carriers” that close and re-establish under new corporate identities to avoid enforcement. Better identification of corporate ownership and operating histories could help prevent repeat offenders from re-entering the transportation system under a different name.

The highly integrated nature of Canada-U.S. trade also makes coordination between transportation and border security agencies critical. More than three-quarters of trucks carrying U.S. exports into Canada and imports into the United States are Canadian-domiciled, underscoring the important role Canadian carriers play in maintaining secure and efficient cross-border trade.

CTA is also calling for dedicated, mode-specific consultation as the TSC program evolves. The decentralized nature of trucking, its workforce and operating structure, and the extent of cross-border activity create unique considerations that should be reflected in future requirements.

CTA will continue working with Transport Canada and federal partners to develop a practical approach that identifies genuine security risks, avoids duplication of existing programs, strengthens oversight of transportation operators and supports the efficient movement of legitimate trade.

The Canadian Trucking Alliance (CTA) is calling for a modernized, risk-based approach to Transportation Security Clearances (TSC) that
