{"id":9331,"date":"2026-02-13T18:56:50","date_gmt":"2026-02-13T18:56:50","guid":{"rendered":"https:\/\/cantruck.ca\/?p=9331"},"modified":"2026-02-13T18:56:53","modified_gmt":"2026-02-13T18:56:53","slug":"canada-must-respond-strategically-as-epa-moves-to-eliminate-key-ghg-emissions-regs","status":"publish","type":"post","link":"https:\/\/cantruck.ca\/fr\/canada-must-respond-strategically-as-epa-moves-to-eliminate-key-ghg-emissions-regs\/","title":{"rendered":"Canada Must Respond Strategically as EPA Moves to Eliminate Key GHG Emissions Regs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Canadian Trucking Alliance (CTA) is urging the Government of Canada to adopt a pragmatic and coordinated response following the U.S. Environmental Protection Agency\u2019s (EPA) recent proposal to rescind the 2009 Endangerment Finding &#8211; the foundational authority for U.S. greenhouse gas (GHG) regulation under the Clean Air Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Repealing the Endangerment Finding would effectively eliminate the legal basis for EPA GHG emission standards for vehicles, including planned Phase III heavy\u2011duty truck emissions standards.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/cantruck.ca\/cta-ottawa-must-proceed-with-caution-not-go-it-alone-on-ghg-regs-for-heavy-trucks-in-canada\/\">CTA has long cautioned<\/a>&nbsp;that Canadian environmental mandates \u2013 especially those targeting heavy trucks \u2013 must reflect the realities of market conditions, vehicle manufacturing, and North American supply chains. With the U.S. now moving away from GHG Phase III, Canada risks a regulatory divergence that could disrupt commerce and put Canadian fleets at a competitive disadvantage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCanadian trucking operates within an integrated North American market. When regulatory frameworks deviate from those in the U.S., Canadian fleets and OEM partners face unnecessary cost pressures and uncertainty,\u201d said CTA President and CEO Stephen Laskowski.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Environment and Climate Change Canada (ECCC) has been made aware on challenges outlined in the&nbsp;<a href=\"https:\/\/cantruck.ca\/cta-call-to-action-help-cta-create-a-white-paper-on-current-zev-technology-realities-and-pathway-forward\/\">Alliance\u2019s white paper<\/a>&nbsp;with Pollution Probe, which highlighted technological, economic, and operational hurdles associated with decarbonizing heavy trucks across Canada.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CTA has also emphasized that Phase II GHG regulations have already created significant strain for some fleets \u2013&nbsp;<a href=\"https:\/\/cantruck.ca\/oems-to-cta-current-federal-ghg-regulations-are-incompatible-with-needs-of-vocational-sector\/\">particularly in vocational sectors<\/a>&nbsp;critical to infrastructure and economic growth \u2013 and that Phase III would intensify these challenges without clear market alignment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the U.S. EPA moving to withdraw heavy-duty GHG regulations, the CTA is urging Ottawa and Minister of Environment and Climate Change, Julie Dabrusin, to consider the following recommendations to ensure market and industry stability:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Align regulations as closely as possible with the U.S. EPA to maintain competitiveness and consistency on both sides of the border.\u00a0<\/li>\n\n\n\n<li>Develop a regulatory framework that accounts for current industry conditions and operational realities.<\/li>\n\n\n\n<li>Consult with OEMs and carriers to identify feasible, cost-effective technologies and operational measures that can reduce emissions beyond additional regulatory requirements.<\/li>\n\n\n\n<li>Promote alternative fuels and transitional technologies\u00a0as potential\u00a0solutions that reduce emissions without compromising operational viability, supporting a balanced transition to cleaner transportation.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">CTA has continued to reiterate to federal officials that the elimination of EPA carbon regulations does not signal an abandonment of emissions reduction goals for the industry, which will continue to advocate for realistic and operationally practical decarbonization options for fleets. Alternatively, this decision presents an opportunity to construct a regulatory pathway that delivers meaningful results for the environment and the economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Government of Canada now faces a critical policy test,\u201d Laskowski added. \u201cIf Canada is serious about growth and productivity, it must work
