The Canada Border Services Agency (CBSA) sent a notice to stakeholders this morning regarding the external launch of the CBSA\u2019s Assessment and Revenue Management System (CARM) which goes live today.<\/p>\n
The notice underscored the critical work that has been done on the project over the last several years, as well as the need for feedback so the system can continue to improve and meet the needs of the trade chain moving forward.<\/p>\n
Although intended for importers and customs brokers, the Canadian Trucking Alliance (CTA) has\u00a0continued to work with the agency<\/a>\u00a0to ensure the introduction of CARM does not adversely impact the release of goods at the border, and that the flow of cross-border commerce remains a priority. The CBSA has implemented a 180-day transition period for importers and customs brokers to assist with any potential issues that may arise.<\/p>\n Cross-border carriers with a business number can onboard onto the portal if they choose to, but there is no current timeline for the official onboarding for the CARM carrier program. So much has been accomplished to arrive to this point and we thank you for your efforts and dedication. Our collective efforts have resulted in close to 100,000 TCPs being registered on the CARM Client Portal, and the successful testing and certification of Electronic Data Interchange (EDI) and Application Program Interface (API) service providers, representing 99.72% of CBSA\u2019s accounting declaration volumes.\u00a0<\/em><\/p>\n As with any new system, you can expect continued improvement of CARM in the years to come, and we will start work with our stakeholders to identify and\u00a0prioritize future enhancements to the system in the coming months.
