Flood Situation"},"content":{"rendered":"<p>The Canadian Trucking Alliance (CTA) continues to work with the Government of Canada to provide feedback and improve processes related to the emergency protocols implemented last week to streamline the movement of trucks into B.C. and the temporary in-transit process. Updated protocols in EN and FR from the Canada Border Services Agency (CBSA) and U.S. Customs and Border Protection (CBP) are located below and reflect feedback received by CTA, including changes to shipment values, and filing methods.<\/p>\n<p>CTA would like to thank the CBSA and CBP for their combined efforts and working quickly to adapt their procedures to help ensure that this process is as seamless as possible for trucking companies, while ensuring that goods reach the B.C. market as quickly as possible.<\/p>\n<p>As these protocols continue to be put into practice, members are encouraged to reach out to\u00a0<a href=\"mailto:operations_safety@cantruck.ca\">operations_safety@cantruck.ca<\/a>\u00a0for any feedback regarding how these processes could be further adapted or improved moving forward.<\/p>\n<p><strong>\u00a0<\/strong><strong>CBSA AND CBP JOINT UPDATED EMERGENCY PROTOCOLS IN RESPONSE TO FLOOD SITUATION IN BRITISH COLUMBIA, CANADA<\/strong><\/p>\n<p><strong>November 22, 2021<\/strong><\/p>\n<p>Due to extreme weather conditions in British Columbia, Canada that have caused flooding, landslides, road closures, and other supply chain disruptions, Canadian domestic truck carriers may need to transit through the U.S to reach destinations in Canada. Any Canadian carriers that currently operate between the U.S. and Canada as well as domestically are encouraged to follow the standard procedures for transit, including the advance filing of an electronic truck manifest and utilization of an in-bond or in-transit transaction. This will facilitate crossing and decrease delay at the border that will be caused by these temporary measures.<\/p>\n<p>The requirements below are designed to be utilized by Canadian domestic truck carriers that don\u2019t normally cross the border in the normal course of their business as well as providing some guidance to international carriers carrying Canadian domestic shipments during the duration of these procedures.<\/p>\n<ul>\n<li>All equipment, trailers and containers moving under these procedures must be sealed at or before arrival at the U.S. border.\u00a0 These seals should be clearly identified to CBP and CBSA for verification and inspection as necessary.<\/li>\n<li>Any Canadian carriers that currently operate between the U.S. and Canada as well as domestically are expected to follow the standard procedures for transit, including the advance filing of an electronic truck manifest and utilization of an in-bond or in-transit transaction. This applies to both rail and truck carriers.<\/li>\n<li>This will facilitate crossing and decrease delay at the border that will be caused by these temporary measures.<\/li>\n<li>If a carrier is using automated methods of transmission under these procedures, the data available for those shipments may not be the same as for cargo intended for import into the U.S.\u00a0 To mitigate this, carriers should describe the merchandise in general (i.e. foodstuffs, groceries and other products destined to Canadian stores, moving through the U.S. due to flooding emergency).<\/li>\n<li>For Transportation and Exportation (T&amp;E type 62) in-bond shipments filed electronically and moving under these procedures, the general description above applies and 9804.00 may be used for the required HTSUS number and value should be estimated based on shipping valuation.\u00a0 If necessary and no values are known, $2 (USD) per pound may be used for this process.<\/li>\n<li>CBP will exercise maximum flexibility regarding these domestic freight shipments.\u00a0 It is recommended that carriers have normal clearance documents readily available such as bill of lading, invoices, etc. to facilitate clearance.<\/li>\n<li>Consolidated express carriers may file a single bill of lading electronically, as per the regulations, using a general description (i.e. consolidated express shipments destined to Canada moving in-transit through the U.S. due to the flooding emergency), under a single type 62 (T&amp;E) in-bond as described above.\n<ul>\n<li>To facilitate crossing, express carriers should be prepared to provide a list of all individual shipments at the border. This information may be on paper and accompany the conveyance or may be sent to a specific port electronically based on arrangements between the carrier and the port of entry.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><u>References:<\/u><\/strong><\/p>\n<p>For more information on United States Customs and Border Protection (USCBP) electronic manifesting and bonds, please see the following links:\u00a0<a href=\"https:\/\/www.cbp.gov\/document\/technical-documentation\/ace-bond-guide-electronic-truck-manifest\">https:\/\/www.cbp.gov\/document\/technical-documentation\/ace-bond-guide-electronic-truck-manifest<\/a>\u00a0\u00a0<a href=\"https:\/\/www.cbp.gov\/document\/guides\/truck-manifest-create-manifest\">https:\/\/www.cbp.gov\/document\/guides\/truck-manifest-create-manifest<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.cbp.gov\/document\/guides\/truck-manifest-create-manifest-french\">https:\/\/www.cbp.gov\/document\/guides\/truck-manifest-create-manifest-french<\/a><\/p>\n<p>For more information on Canada Border Services Agency (CBSA) requirements for in-transit movement of Canadian goods through U.S. territory can be found in Departmental\u00a0<a href=\"https:\/\/cbsa-asfc.gc.ca\/publications\/dm-md\/d3\/d3-4-2-eng.html\">Memorandum D3-4-2, Highway Pre-Arrival and Reporting Requirements<\/a>,\u00a0paragraphs 59-66.<\/p>\n<p>The following guidelines for this special interim measure have been developed in consultation with various Industry Stakeholders, USCBP, and Other Government Departments within Canada and the United States to facilitate the movement of goods impacted by the current flooding situation in B.C. while also respecting the relevant laws and regulations that govern our joint CA-US border and national interests.<\/p>\n<p><strong>UNITED STATES CUSTOMS AND BORDER PROTECTION INTERIM SPECIAL MEASURES<\/strong><\/p>\n<p><strong><u>General rules:<\/u><\/strong><\/p>\n<p>The following requirements are available to Canadian domestic truck carriers that do not have electronic manifesting capabilities or ability to file as a bonded carrier.<\/p>\n<ul>\n<li>The area of operations will be initially limited to the following ports.\n<ul>\n<li>Emerson, MB (502) 373-2841 (Pembina, North Dakota 701-825-5800 );<\/li>\n<li>North Portal, SK (602) 927-6285 (Portal Station, North Dakota 701-926-7500);<\/li>\n<li>Coutts, AB (705) 344-3766 (Sweetgrass, Montana 406-335-9610);<\/li>\n<li>Kingsgate, BC (818) 424-5391 (Eastport, Idaho 208-267-3966);<\/li>\n<li>Osoyoos, BC (819) 495-7092 (Oroville, Washington 509-476-2955); and,<\/li>\n<li>PAC Highway B.C. (813) 1-800-461-9999 (Blaine, Washington 360-332-5771)<\/li>\n<\/ul>\n<\/li>\n<li>For in-transit delays, such as a breakdown during transit, the carriers shall contact the nearest CBP port of entry<\/li>\n<li>Expected duration of the following work around measures will be for the duration of the infrastructure delays or up to thirty days and re-evaluated once commercial traffic normalizes or operationally resumes.<\/li>\n<li>All protocols and policies apply to any port of entry outside of the affected area, i.e., Seattle Field Office.<\/li>\n<li>Carriers and importers failure to follow stipulated workaround procedures may be subject to enforcement and compliance actions that may delay clearance. Note that CBP will exercise maximum flexibility to ensure that legitimate transactions are facilitated but need cooperation from the industry sector to ensure facilitation.<\/li>\n<\/ul>\n<p><strong><u>Travel Documents Requirements:<\/u><\/strong><\/p>\n<ul>\n<li>Western Hemisphere Travel Initiative (WHTI) compliant document is required for all drivers and passengers\/co-drivers.\n<ul>\n<li>Drivers and all vehicle occupants must be in possession of all documents, including approved Form I-194 waivers of inadmissibility, when applying for admission.<\/li>\n<li>Those drivers and vehicle occupants who have a criminal history and do not have an approved waiver of inadmissibility will not be permitted to enter the United States.<\/li>\n<li><a href=\"https:\/\/www.cbp.gov\/travel\/us-citizens\/western-hemisphere-travel-initiative\">https:\/\/www.cbp.gov\/travel\/us-citizens\/western-hemisphere-travel-initiative<\/a><\/li>\n<li><a href=\"https:\/\/www.cbp.gov\/travel\/us-citizens\/western-hemisphere-travel-initiative\/faqs\">https:\/\/www.cbp.gov\/travel\/us-citizens\/western-hemisphere-travel-initiative\/faqs<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><u>Entry filing\/requirements:<\/u><\/strong><\/p>\n<ul>\n<li>Bond requirements for carriers within the containment area will be waived for non-traditional small time trucking companies.<\/li>\n<li>User fee requirements will be adhered to, and fees will be collected.\n<ul>\n<li><a href=\"https:\/\/help.cbp.gov\/s\/article\/Article-18\">https:\/\/help.cbp.gov\/s\/article\/Article-18<\/a><\/li>\n<\/ul>\n<\/li>\n<li>CBP Officers will input the manifest information in ACE manually based on the submission of documents provided.<\/li>\n<\/ul>\n<p><strong><u>Container security\/verification:<\/u><\/strong><\/p>\n<ul>\n<li>Containers must be properly sealed either prior to arrival or at the border. CBP personnel shall record and\/or verify seal numbers upon entry ports of entry.<\/li>\n<li>Carriers will not unload or load any additional cargo or break the seal on the container\/trailer while in the US.<\/li>\n<li>Upon arrival to the U.S. border CBP primary booth, identification and any documents including bills of lading, packing lists, invoices, foreign government certificates, etc. as well as trailer license number will be provided to the CBP Officer and\/or agriculture specialist.<\/li>\n<li>Upon re-entering Canada, carriers transiting under this procedure will present themselves to CBSA personnel for verification of seals and collection of seal numbers and provide supporting documentation used for entry into the U.S. as well as driver identification.<\/li>\n<\/ul>\n<p><strong><u>Prohibited\/restricted items:<\/u><\/strong><\/p>\n<ul>\n<li>Prohibited items currently legal in Canada, but not in the U.S. will not be authorized for movement under these procedures.<\/li>\n<li>Restricted merchandise, such as medical equipment, pharmaceuticals, agriculture commodities, and live animals, may require further review by CBP personnel at the port of entry.\u00a0 This may include additional documentation as mandated by the appropriate regulatory agency (USDA, FDA etc).\u00a0Additional information is provided below.\n<ul>\n<li>FDA Prior Notice requirements:\u00a0 To help support the current emergency situation, FDA and CBP will assist using enforcement discretion when there is no prior notice for articles of food carried by Canadian domestic truck carriers transiting through the U.S. to reach destinations in Canada as a result of supply chain disruptions in British Columbia, Canada at this time. Regulatory discretion as described in FDA\u00a0<a href=\"https:\/\/www.fda.gov\/regulatory-information\/search-fda-guidance-documents\/cpg-sec-110310-prior-notice-imported-food-under-public-health-security-and-bioterrorism-preparedness\">Compliance Policy Guide, Section 110.310<\/a>\u00a0for imported food arriving from and exiting to the same country\u00a0should only be considered if all the general rules and requirements identified in this CSMS are met. Any Canadian carriers that currently operate between the U.S. and Canada as well as domestically are expected to follow the standard procedures for transit, including the timely submission of prior notice for imported foods to FDA.<\/li>\n<li><u>U.S.DA In-Transit Permits:<\/u>\u00a0 Most in-transit plant and animal permits issued prior to movement, will not be required for shipments utilizing these temporary procedures.\u00a0 CBP Agriculture Specialists at the port of arrival in the U.S. will make a risk-based determination on any additional measures needed to safeguard these shipments.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><u>Canadian Food Inspection Agency<\/u><\/strong><strong>\u00a0<\/strong><strong><u>(CFIA) Special Measures<\/u><\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>Food In-Transit\u00a0<\/strong><\/p>\n<ul>\n<li>Carriers must either follow Departmental Memorandum D3-4-2 or the Emergency Protocol described above for food. The CFIA does not require\u00a0 certification documentation for the movement of food, including meat, eggs and raw milk. The goods do not have to be declared to the CFIA\u2019s National Import Service Centre. The food must meet all conditions in the Safe Food for Canadian Regulations as if it was moved between provinces.<\/li>\n<\/ul>\n<p><strong>Livestock Movements<\/strong><\/p>\n<ul>\n<li>Companies must\u00a0<a href=\"https:\/\/inspection.canada.ca\/about-cfia\/contact-a-cfia-office-by-telephone\/eng\/1313255382836\/1313256130232\">contact CFIA before organizing any shipment<\/a>\u00a0transiting through the USA.<\/li>\n<\/ul>\n<ul>\n<li>An animal welfare agreement between United States Department of Agriculture (USDA) and CFIA that will allow for the emergency transit of live animals through the USA has been signed on November 18, 2021. This temporary measure allows for: 1) Emergency movement of animals outside of the flooded area through the U.S. in case it becomes necessary to evacuate and that all other Canadian roads are blocked or impaired, and 2) Travel of live animals from Alberta to slaughterhouses in B.C. due to a lack of capacity to slaughter those animals elsewhere.<\/li>\n<\/ul>\n<ul>\n<li>Per the agreement, procedures will need to be put in place by CFIA and industry, including:<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Animals must be inspected before loading and must be transported with an endorsed CFIA emergency transit Health Certificate with truck seal number(s) recorded on the certificate.\u00a0 No USDA import transit permit will be required.<\/li>\n<li>Every conveyance opening through which an animal could be moved in or out,\u00a0 must have a CFIA seal applied to it before the truck leaves Canada.<\/li>\n<li>When the truck arrives at the U.S. Port of Entry, USDA Port Personnel will verify the shipment has an endorsed Health Certificates, that the truck is properly sealed, and that the seals on the truck match what is documented on the endorsed health certificate.<\/li>\n<li>Transporters must ensure they have a contingency transportation plan in case the truck hauling the transiting animals cannot complete the trip for any reason.<\/li>\n<li>The CBSA will keep records of shipment re-entry so that CFIA and USDA can compare records to ensure all emergency transit shipments proceeded as intended.<\/li>\n<li>Transporters may be required to follow a specified route through the United States.<\/li>\n<\/ul>\n<\/li>\n<li>This special agreement will end once Canadian roads are re-opened for traffic.<\/li>\n<li>Companies must contact CFIA before organizing any shipment transiting through the USA.<\/li>\n<li>CFIA is finalizing guidance documents for CFIA staff and industry, but the measures will be implemented as soon as possible.<\/li>\n<\/ul>\n<p><strong><u>COVID 19 HEALTH MEASURES<\/u><\/strong><\/p>\n<ul>\n<li>There is no change to existing guidance and communications regarding pandemic related matters.<\/li>\n<li>Commercial\u00a0drivers, as persons employed in the trade and transportation sector and crossing the border in this capacity, are considered under the existing provisions for truckers.<\/li>\n<li>Pre-arrival testing, quarantine requirements and post arrival testing are not required for persons in the trade or transportation sector who is important for the movement of goods or people, including a truck driver or crew member on any aircraft, shipping vessel or train, who enters Canada for the purpose of performing their duties as a member of that sector.<\/li>\n<\/ul>\n<p>These temporary interim measures are subject to change and\/or may be updated as the situation evolves.\u00a0We will communicate further guidance and\/or updates as applicable.<\/p>\n<p><strong>***version fran\u00e7aise***<\/strong><\/p>\n<p><strong>MISE \u00c0 JOUR CONJOINTE DE L\u2019ASFC ET LE CBP DES \u00c9TATS-UNIS SUR LES PROTOCOLES D\u2019URGENCE EN R\u00c9PONSE \u00c0 LA SITUATION D\u2019INONDATION EN COLOMBIE-BRITANNIQUE, CANADA<\/strong><\/p>\n<p><strong>22 NOVEMBRE 2021<\/strong><\/p>\n<p>En raison des conditions m\u00e9t\u00e9orologiques extr\u00eames en Colombie-Britannique au Canada qui ont caus\u00e9 des inondations, des glissements de terrain, des fermetures de routes et d\u2019autres perturbations\u00a0\u00e0\u00a0la cha\u00eene d\u2019approvisionnement, les transporteurs routiers canadiens pourraient devoir traverser les \u00c9tats-Unis pour atteindre des destinations au Canada. Le personnel du CBP doit enregistrer et\/ou v\u00e9rifier les num\u00e9ros de scell\u00e9s aux points \u00e0 l\u2019entr\u00e9e.<\/li>\n<li>Les transporteurs ne d\u00e9chargeront, ni ne chargeront de fret suppl\u00e9mentaire ni ne briseront le sceau sur le conteneur ou la remorque pendant qu\u2019ils sont aux \u00c9tats-Unis.<\/li>\n<li>\u00c0 l\u2019arriv\u00e9e \u00e0 la fronti\u00e8re am\u00e9ricaine, le podium principale du CBP, l\u2019identification et tous les documents, y compris les connaissements, les bordereaux d\u2019emballage, les factures, les certificats du gouvernement \u00e9tranger, etc., ainsi que le num\u00e9ro de permis de remorque, seront fournis \u00e0 l\u2019agent du CBP et\/ou au sp\u00e9cialiste de l\u2019agriculture.<\/li>\n<li>\u00c0 leur retour au Canada, les transporteurs qui transitent en vertu de cette proc\u00e9dure se pr\u00e9senteront au personnel de l\u2019ASFC pour la v\u00e9rification des scell\u00e9s et la collecte des num\u00e9ros de scell\u00e9s et fournir les pi\u00e8ces justificatives utilis\u00e9es pour l\u2019entr\u00e9e aux \u00c9tats-Unis ainsi que l\u2019identification du conducteur.<\/li>\n<\/ul>\n<p><strong><u>Articles interdits ou restreints:<\/u><\/strong><\/p>\n<ul>\n<li>Les articles actuellement l\u00e9gaux au Canada, mais interdits aux \u00c9tats-Unis, ne seront pas autoris\u00e9s \u00e0 circuler en vertu de ces proc\u00e9dures.<\/li>\n<li>Les marchandises faisant l\u2019objet de restrictions, comme l\u2019\u00e9quipement m\u00e9dical, les produits pharmaceutiques, les produits agricoles et les animaux vivants, peuvent n\u00e9cessiter un examen plus approfondi par le personnel du CBP au point d\u2019entr\u00e9e. Le pouvoir discr\u00e9tionnaire en mati\u00e8re de r\u00e9glementation d\u00e9crit \u00e0 l\u2019article 110.310 du\u00a0<em>Compliance Policy Guide<\/em>\u00a0de la\u00a0<em>FDA<\/em>\u00a0pour les aliments import\u00e9s en provenance et \u00e0 la sortie du m\u00eame pays ne devrait \u00eatre pris en consid\u00e9ration que si toutes les r\u00e8gles et exigences g\u00e9n\u00e9rales \u00e9nonc\u00e9es dans le pr\u00e9sent SGSG sont respect\u00e9es. Tous les transporteurs canadiens qui op\u00e8rent actuellement entre les \u00c9tats-Unis et le Canada ainsi qu\u2019au pays doivent suivre les proc\u00e9dures normalis\u00e9es pour le transit, y compris la pr\u00e9sentation en temps opportun d\u2019un pr\u00e9avis pour les aliments import\u00e9s \u00e0 la\u00a0<em>FDA<\/em>.<\/li>\n<li>Permis de transport en transit des \u00c9tats-Unis\u00a0: La plupart des permis de transport d\u2019esp\u00e8ces v\u00e9g\u00e9tales et animales en transit d\u00e9livr\u00e9s avant le d\u00e9placement ne seront pas requis pour les exp\u00e9ditions utilisant ces proc\u00e9dures temporaires.\u00a0Les sp\u00e9cialistes de l\u2019agriculture du CBP au point d\u2019arriv\u00e9e aux \u00c9tats-Unis d\u00e9termineront, en fonction du risque, toute mesure suppl\u00e9mentaire n\u00e9cessaire pour prot\u00e9ger ces exp\u00e9ditions.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><u>Mesures sp\u00e9ciales de l\u2019Agence canadienne d\u2019inspection des aliments (ACIA)<\/u><\/strong><\/p>\n<p><strong>Aliments en transit<\/strong><\/p>\n<ul>\n<li>Les transporteurs doivent suivre le M\u00e9morandum minist\u00e9riel D3-4-2 ou le Protocole d\u2019urgence d\u00e9crit ci-dessus pour les aliments. L\u2019Agence canadienne d\u2019inspection des aliments (ACIA) n\u2019a pas besoin de documents de certification pour le transport des aliments, y compris la viande, les \u0153ufs et le lait cru. Les marchandises n\u2019ont pas \u00e0 \u00eatre d\u00e9clar\u00e9es au Centre national de services \u00e0 l\u2019importation de l\u2019ACIA. L\u2019aliment doit respecter toutes les conditions du R\u00e8glement sur la salubrit\u00e9 des aliments au Canada comme s\u2019il avait \u00e9t\u00e9 d\u00e9plac\u00e9 d\u2019une province \u00e0 l\u2019autre.<\/li>\n<\/ul>\n<p><strong>Les mouvements de b\u00e9tail<\/strong><\/p>\n<ul>\n<li>Les compagnies doivent\u00a0<a href=\"https:\/\/inspection.canada.ca\/a-propos-de-l-acia\/contactez-l-acia-par-telephone\/fra\/1313255382836\/1313256130232\">contacter l\u2019ACIA avant d\u2019organiser<\/a>\u00a0tout envoi en transit \u00e0 travers les \u00c9.U.<\/li>\n<li>Une entente sur le bien-\u00eatre des animaux entre l\u2019<em>USDA<\/em>\u00a0et l\u2019ACIA qui permettra le transit d\u2019urgence d\u2019animaux vivants par les \u00c9tats-Unis a \u00e9t\u00e9 sign\u00e9e le 18\u00a0novembre\u00a02021. Cette mesure temporaire permet\u00a0: 1) le d\u00e9placement d\u2019urgence des animaux \u00e0 l\u2019ext\u00e9rieur de la zone inond\u00e9e \u00e0 travers les \u00c9tats-Unis au cas o\u00f9 il serait n\u00e9cessaire d\u2019\u00e9vacuer et que toutes les autres routes canadiennes seraient bloqu\u00e9es ou endommag\u00e9es, 2) D\u00e9placement d\u2019animaux vivants de l\u2019Alberta vers les abattoirs de la Colombie-Britannique en raison d\u2019un manque de capacit\u00e9 d\u2019abattage ailleurs.<\/li>\n<li>Conform\u00e9ment \u00e0 l\u2019entente, des proc\u00e9dures devront \u00eatre mises en place par l\u2019ACIA et l\u2019industrie, notamment\u00a0:<\/li>\n<\/ul>\n<p>o\u00a0\u00a0\u00a0 Les animaux doivent \u00eatre inspect\u00e9s avant le chargement et doivent \u00eatre transport\u00e9s avec un certificat sanitaire de transit d\u2019urgence de l\u2019ACIA avec un ou des num\u00e9ros de sceau de camion inscrits sur le certificat. Aucun permis de transit d\u2019importation de l\u2019<em>USDA<\/em>\u00a0ne sera requis.<\/p>\n<p>o\u00a0\u00a0\u00a0 Un sceau de l\u2019ACIA doit \u00eatre appos\u00e9 sur chaque ouverture de moyen de transport par laquelle un animal peut \u00eatre transport\u00e9 \u00e0 l\u2019int\u00e9rieur ou \u00e0 l\u2019ext\u00e9rieur avant de quitter le Canada.<\/p>\n<p>o\u00a0\u00a0\u00a0 Lorsque le camion arrive au point d\u2019entr\u00e9e des \u00c9tats-Unis, le personnel du port de l\u2019<em>USDA<\/em>\u00a0v\u00e9rifiera que l\u2019envoi a un certificat sanitaire approuv\u00e9, que le camion est correctement scell\u00e9 et que les scell\u00e9s sur le camion correspondent \u00e0 ce qui est document\u00e9 sur le certificat sanitaire endoss\u00e9.<\/p>\n<p>o\u00a0\u00a0\u00a0 Les transporteurs doivent s\u2019assurer d\u2019avoir un plan d\u2019urgence de transport au cas o\u00f9 le camion transportant les animaux en transit ne pourrait pas terminer le voyage pour n\u2019importe quelle raison.<\/p>\n<p>o\u00a0\u00a0\u00a0 L\u2019ASFC conservera des dossiers sur la retour des cargaisons afin que l\u2019ACIA et l\u2019USDA puissent comparer les dossiers pour s\u2019assurer que toutes les exp\u00e9ditions en transit d\u2019urgence ont \u00e9t\u00e9 trait\u00e9es comme pr\u00e9vu.<\/p>\n<p>o\u00a0\u00a0\u00a0 Les transporteurs peuvent \u00eatre tenus de suivre un itin\u00e9raire sp\u00e9cifi\u00e9 \u00e0 travers les \u00c9tats-Unis.<\/p>\n<ul>\n<li>Cette entente sp\u00e9ciale prendra fin lorsque les routes canadiennes seront rouvertes pour la circulation.<\/li>\n<li>Les entreprises doivent communiquer avec l\u2019ACIA avant d\u2019organiser tout envoi transitant par les \u00c9tats-Unis.<\/li>\n<li>L\u2019ACIA est en train de finaliser \u00a0aux documents d\u2019orientation \u00e0 l\u2019intention du personnel de l\u2019ACIA et de l\u2019industrie, mais les mesures seront mises en \u0153uvre le plus t\u00f4t possible.<\/li>\n<\/ul>\n<p><strong><u>MESURES SANITAIRES LI\u00c9ES \u00c0 LA COVID-19<\/u><\/strong><\/p>\n<ul>\n<li>Il n\u2019y a aucun changement aux directives et aux communications existantes concernant les questions li\u00e9es \u00e0 la pand\u00e9mie.<\/li>\n<li>Les conducteurs de v\u00e9hicules commerciaux, en tant que personnes employ\u00e9es dans le secteur du commerce et des transports et traversant la fronti\u00e8re \u00e0 ce titre, sont pris en consid\u00e9ration dans le cadre des dispositions existantes pour les camionneurs.<\/li>\n<li>Les examens avant l\u2019arriv\u00e9e, les exigences de quarantaine et les examens apr\u00e8s l\u2019arriv\u00e9e ne sont pas requis pour les personnes du secteur du commerce ou du transport qui sont importantes pour le mouvement des marchandises ou des personnes, y compris un conducteur de camion ou un membre d\u2019\u00e9quipage \u00e0 bord d\u2019un a\u00e9ronef, d\u2019un navire de transport ou d\u2019un train, qui entre au Canada dans l\u2019exercice de ses fonctions \u00e0 titre de membre de ce secteur.<\/li>\n<\/ul>\n<p>Ces mesures provisoires et temporaires peuvent \u00eatre modifi\u00e9es et\/ou mises \u00e0 jour \u00e0 mesure que la situation \u00e9volue.
