{"id":2508,"date":"2018-10-12T15:44:34","date_gmt":"2018-10-12T15:44:34","guid":{"rendered":"https:\/\/cantruck.ca\/laskowski-canada-can-learn-from-us-eld-experience\/"},"modified":"2025-01-10T16:47:41","modified_gmt":"2025-01-10T16:47:41","slug":"laskowski-canada-can-learn-from-us-eld-experience","status":"publish","type":"post","link":"https:\/\/cantruck.ca\/fr\/laskowski-canada-can-learn-from-us-eld-experience\/","title":{"rendered":"Laskowski: Canada Can Learn from US ELD Experience"},"content":{"rendered":"<p><span lang=\"EN-US\">Canada\u2019s long-awaited electronic logging device (ELD) mandate should differ from the U.S. rule to avoid some of the pitfalls that befell the rollout of similar legislation there, says Stephen Laskowski, head of the Canadian Trucking Alliance (CTA), during a panel discussion at the Surface Transportation. <\/span><\/p>\n<p><span lang=\"EN-US\">Laskowski, reports Truck News, pointed that Canadian regulators are looking to avoid at least one major deficiency in the U.S. rules \u2013 the fact vendors can self-certify their own devices. The result is that some ELDs on the market produce logs that can be easily modified.<\/span><\/p>\n<p><span lang=\"EN-US\">\u201cWhat we have seen and found is the ability for people to rewrite their hours-of-service,\u201d Laskowski said. \u201cWith (some of) these devices it\u2019s a push of a button.\u201d<\/span><\/p>\n<p><span lang=\"EN-US\">He said CTA is <a href=\"https:\/\/cantruck.ca\/cta-board-unanimously-calls-for-expedited-eld-reg-addressing-non-compliance\/\">lobbying for third-party certification<\/a>of devices to prevent this problem, but he noted the vast majority of suppliers do meet the technical requirements.<\/span><\/p>\n<p><span lang=\"EN-US\">Canada\u2019s ELD regulation has been held up by bureaucratic red tape. Unlike in the U.S., where the federal government mandates interstate carriers, in Canada all provinces must handle enforcement.<\/span><\/p>\n<p><span lang=\"EN-US\">\u201cYou\u2019re not dealing at the table one-on-one with the feds, you\u2019re dealing with seven, 10 other jurisdictions,\u201d Laskowski said. \u201cThere was political foot-dragging on this.\u201d<\/span><\/p>\n<p><span lang=\"EN-US\">Mark Seymour, chairman of Kriska Group, shared his company\u2019s experience when rolling out ELDs voluntarily between 2011 and 2014.<\/span><\/p>\n<p><span lang=\"EN-US\">\u201cWe took three years,\u201d he said. \u201cWe wanted to do it at the right pace that didn\u2019t disrupt the business, didn\u2019t disrupt the people, and there were things we did to try not to choke the system.\u201d<\/span><\/p>\n<p><span lang=\"EN-US\">Seymour is a fan of the technology.<\/span><\/p>\n<p><span lang=\"EN-US\">\u201cThe old paper-based log system is ludicrous,\u201d he said. \u201cAnd for those we\u2019ll be introducing to our business in years to come, to teach them a system like that would frankly likely be enough to turn people away from our industry.\u201d<\/span><\/p>\n<p><span lang=\"EN-US\">Moving to e-logs also puts more pressure on shippers to do their part to make good use of a driver\u2019s time, Seymour said.<\/span><\/p>\n<p><span lang=\"EN-US\">\u201cIt\u2019s the appreciation and respect of the number of hours per day that a truck driver has to work and frankly, to make a living,\u201d he said. \u201cIt imposes upon the shipper and receiver the impact they have on that workday on things like dwell time, things like allowing drivers to sleep in the yard. Maybe providing that option of switching trailers as opposed to live unload.
