{"id":2465,"date":"2018-08-02T20:22:29","date_gmt":"2018-08-02T20:22:29","guid":{"rendered":"https:\/\/cantruck.ca\/enforcement-more-eld-driver-training-needed\/"},"modified":"2025-01-10T16:48:02","modified_gmt":"2025-01-10T16:48:02","slug":"enforcement-more-eld-driver-training-needed","status":"publish","type":"post","link":"https:\/\/cantruck.ca\/fr\/enforcement-more-eld-driver-training-needed\/","title":{"rendered":"Enforcement: More ELD Driver Training Needed"},"content":{"rendered":"<p><span lang=\"EN-US\">Officers making roadside stops in the U.S. since the first ELD compliance deadline in December say many drivers still require training on the devices.<\/span><\/p>\n<p><span lang=\"EN-US\">\u00a0drivers Paul Enos, CEO of the Nevada Trucking Association (NTA) said during an enforcement update at the National Tank Truck Carriers Safety &amp; Security Council 2018 Annual Meeting, that officers routinely encounter drivers who can\u2019t operate their ELD or tell the difference between an AOBRD and an ELD. <\/span><\/p>\n<p><span lang=\"EN-US\"><em>Bulk Transporter<\/em>magazine reports: <\/span><\/p>\n<p><span lang=\"EN-US\">\u00a0\u201cThere are over 360 (ELD) devices out there \u2014<span class=\"apple-converted-space\">\u00a0<\/span>with 360 different programs \u2014 and for our officers to know more than 10 is tough,\u201d said Lt. Roy Baughman, deputy commander and commercial coordinator for the Nevada Highway Patrol. \u201cSo the biggest thing I can say is, when you give someone an ELD, sit them down in a classroom, with an ELD and an instruction manual, and say, \u2018This is how you operate it.\u2019 Because the longer it takes us roadside, and the longer it takes the trooper to inspect the truck, the longer you guys are down. So, training\u2019s been our No. 1 issue.\u201d<\/span><\/p>\n<p><span lang=\"EN-US\">Baughman said his officers are seeing an \u201coverabundance\u201d of drivers who were assigned a truck with an ELD and told by management to \u201chit the road,\u201d expecting them to train the drivers during a stop.<\/span><\/p>\n<p><span lang=\"EN-US\">So, a lack of classroom training with ELDs clearly is a problem.<\/span><\/p>\n<p><span lang=\"EN-US\">Meanwhile, he\u2019s asking officers for a little more patience while everyone figures out these newfangled machines.<\/span><\/p>\n<p><span lang=\"EN-US\">\u201cOne of the things I have really focused on, in working with our law enforcement partners, is asking them to work with our drivers,\u201d Enos said. \u201cIf the driver can\u2019t figure it out, and it\u2019s something easy, where a law enforcement officer can say, \u2018OK, I can get you to the right screen here, I can show you how to do this,\u2019 do it. The biggest citations we\u2019ve had on Hours of Service have been what? They haven\u2019t been substantive violations. It\u2019s been form and manner. And to me the beautiful thing about ELDs is we\u2019re hopefully going to see form-and-manner violations go away.\u201d<\/span><\/p>\n<p><span lang=\"EN-US\">Trucks with Automatic On-Board Recording Devices installed before December, 2017, are protected from ELD enforcement by the grandfather rule, giving operators until December, 2019 to replace them with ELDs.<\/span><\/p>\n<p><span lang=\"EN-US\">But many companies and their drivers still can\u2019t tell them apart.<\/span><\/p>\n<p><span lang=\"EN-US\">The critical distinction, Baughman said, is whether or not the device is following FMCSA regulations.<\/span><\/p>\n<p><span lang=\"EN-US\">A detailed comparison is available on the administration\u2019s website, but basically, though both devices connect to a vehicle\u2019s engine to record HOS, ELDs display more, less-editable information.<\/span><\/p>\n<p><span lang=\"EN-US\">\u201cFor roadside enforcement, a lot of the devices look the same,\u201d Baughman said. \u201cSome of them even have the same log-on screens \u2026 and until we actually try to transfer (data, we don\u2019t know what it is).\u201d<\/span><\/p>\n<p><span lang=\"EN-US\">That\u2019s because AOBRD reporting is more old-fashioned, whereas ELDs connect to the FMCSA\u2019s online database, called RODS (Record of Duty Status), which officers can download to
