{"id":2219,"date":"2017-07-17T19:36:02","date_gmt":"2017-07-17T19:36:02","guid":{"rendered":"https:\/\/cantruck.ca\/fmcsa-posts-eld-file-checker-tool-online\/"},"modified":"2025-01-10T16:49:05","modified_gmt":"2025-01-10T16:49:05","slug":"fmcsa-posts-eld-file-checker-tool-online","status":"publish","type":"post","link":"https:\/\/cantruck.ca\/fr\/fmcsa-posts-eld-file-checker-tool-online\/","title":{"rendered":"FMCSA Posts ELD File-Checker Tool Online"},"content":{"rendered":"<p>The Federal Motor Carrier Safety Administration has released an <a href=\"https:\/\/csa.fmcsa.dot.gov\/ELD\/Tools\/Validator\">\u2018ELD File Validator\u2019\u201d<\/a> on its ELD website\u00a0to help suppliers \u201censure their ELD output file conforms to the technical specifications in the ELD rule,\u201d reports Heavy Duty Trucking.<\/p>\n<p>The rule, which takes effect in the U.S. in December, requires that ELDs to transmit hours-of-service information to portable computers via several methods (wireless web\/email, USB2.0, and\/or Bluetooth). ELDs must also provide either an on-screen display of the driver\u2019s sequence of duty status entries or a printout of the same.<\/p>\n<p>FMCSA notes that using the File Validator is \u201cnot a mandatory step of the self-certification process [for suppliers]\u201d but it will make the process \u201cgo as smoothly as possible.\u201d<\/p>\n<p>John Seidl, transportation consultant with Integrated Risk Solutions and a former Wisconsin state trooper and FMCSA investigator, told HDT carriers can get some benefit out of the tool as well.<\/p>\n<p>\u201cWhen selecting a device, motor carriers should request a data file now from their ELD supplier and do their own test to ensure ELD compliance. It\u2019s a great way to verify if a vendor that has already self-certified has a compliant data file to transfer, per the ELD rule. If the data file does not work, do you really have an ELD?\u201d<\/p>\n<p>He adds that those vendors that still have not self-certified may be able to provide the data file at this point\u2014 but \u201cyou, the customer, have to ask them.\u201d<\/p>\n<p>FMCSA also announced that it will be further \u201cenhancing the [ELD] registration process for suppliers. The agency says that \u201ccoming soon\u201d will be these enhancements: FMCSA\u2019s public key; FMCSA\u2019s email address for email submissions; WSDL\/XSD for Web Services submission; Interface Control Document and Developer\u2019s Guide; and\u00a0Data Transfer test environments.<\/p>\n<p>However, beyond testing for data transfers, the whole picture the device registration remains cloudy, points out HDT.<\/p>\n<p>FMCSA is not routinely verifying that these devices are compliant and the agency is not revoking the registration of any devices until after the December 18 compliance date, says Avery Vise, president of compliance-support firm TransComply. Moreover, if a registered ELD ultimately is found to be non-compliant, motor carriers using it will have just eight days to replace it \u2013 although Vice says FMCSA suggests it will \u2018work with affected motor carriers to establish a reasonable time frame\u2019 for replacing non-compliant ELDs in the case of a \u2018widespread issue.\u2019<\/p>\n<p>, Vise recommended that \u201ccarriers consider installing <a href=\"http:\/\/www.truckinginfo.com\/blog\/elds-and-telematics\/story\/2017\/05\/q-i-have-an-aobrd-why-do-i-need-an-eld.aspx\">AOBRDs<\/a> [automatic onboard recording devices] that could be upgraded to ELD standards without replacing hardware.<\/p>\n<p>\u00ab\u00a0Also,\u00a0\u00bb he continued, \u00ab\u00a0because carriers are incurring some risk in the case of non-compliance, they should seek language in ELD vendor contracts that provide damages in the event FMCSA revokes registration.
