{"id":2002,"date":"2016-09-14T19:27:27","date_gmt":"2016-09-14T19:27:27","guid":{"rendered":"https:\/\/cantruck.ca\/oem-flexibility-key-to-epa-phase-2-emissions-rule\/"},"modified":"2025-01-10T16:50:05","modified_gmt":"2025-01-10T16:50:05","slug":"oem-flexibility-key-to-epa-phase-2-emissions-rule","status":"publish","type":"post","link":"https:\/\/cantruck.ca\/fr\/oem-flexibility-key-to-epa-phase-2-emissions-rule\/","title":{"rendered":"OEM: Flexibility Key to EPA Phase 2 Emissions Rule"},"content":{"rendered":"<p>Daimler Trucks North America\u2019s director of compliance and regulatory affairs said signaled optimism over the upcoming EPA Phase 2 GHG rules and praised the long lead time and \u201cflexibility\u201d built into the regulations.<\/p>\n<p>Sean Waters said complying with the rules will be a challenge for OEMs \u2013 \u201cthese are tough standards that will cost a lot of money for R&amp;D but they are achievable,\u201d he said.<\/p>\n<p>\u201cThere are lots of different things we can do; we\u2019re allowed to mix and match features,\u201d Sean Waters explained at a presentation during the <a href=\"http:\/\/fleetowner.com\/fleet-management\/ftr-conference-2016-day-1#slide-13-field_images-200671\">annual transportation conference<\/a> hosted by research firm <a href=\"http:\/\/www.ftrintel.com\/\">FTR<\/a>. \u201cWe are also not forcing customers to buy specific technologies. That\u2019s why we don\u2019t think there will be any \u2018cliff events\u2019 or pre-buys due to the rules.\u201d<\/p>\n<p>Yet, Waters also noted that for the rules to achieve full fuel economy benefits, highway congestion must improve. He explained that increasing congestion will consume the same amount of fuel as the Phase 2 rules will purportedly save over a decade.<\/p>\n<p>\u201cThat means we really need better roads and we need to spend money on them,\u201d he stressed. \u201cYou can\u2019t get everything you want [in terms of fuel savings] out of [truck] OEMs. We need better roads and infrastructure.\u201d<\/p>\n<p>Waters also suggested that the Phase 2 rules should push the \u201cacceptance rate\u201d for automated manual transmissions (AMTs) to near 90% by 2027, as well as broader adoption of engine \u201cstart\/stop\u201d technology for Class 8 trucks.<\/p>\n<p>The EPA is providing an \u201calternative engine certification pathway\u201d under the Phase 2 rules, he said. \u00a0Thus if engines are certified to the first stage of the rules in 2020 ahead of the 2021 deadline, they will get \u201clonger credit life\u201d and some relaxation from the 2024 requirements.<\/p>\n<p>If suppliers can come up with \u201cbetter technologies\u201d to save fuel as the rules are implemented, they can receive more credits. \u201cThat\u2019s a big positive;
