{"id":1904,"date":"2016-03-08T19:53:29","date_gmt":"2016-03-08T19:53:29","guid":{"rendered":"https:\/\/cantruck.ca\/csa-raw-data-back-online-high-risk-carrier-redefined\/"},"modified":"2025-01-10T16:50:22","modified_gmt":"2025-01-10T16:50:22","slug":"csa-raw-data-back-online-high-risk-carrier-redefined","status":"publish","type":"post","link":"https:\/\/cantruck.ca\/fr\/csa-raw-data-back-online-high-risk-carrier-redefined\/","title":{"rendered":"CSA Raw Data Back Online; \u2018High Risk\u201d Carrier Redefined"},"content":{"rendered":"<p>As of March 7, the Federal Motor Carrier Safety Administration has restored the CSA <a href=\"https:\/\/ai.fmcsa.dot.gov\/SMS\/\"> Safety Measurement System (SMS) <\/a> \u00ab\u00a0raw data\u00a0\u00bb on its website, making it once again publicly visible.<\/p>\n<p>As reported by U.S. trade media, the agency said it has made the necessary modifications to its Safety Measurement System (SMS) website to make it compliant with the Fixing America\u2019s Surface Transportation (FAST) Act.<\/p>\n<p>The FAST Act requires that property carriers\u2019 absolute measures be available to the public.\u00a0 Duane DeBruyne, FMCSA spokesperson, told Heavy Duty Trucking that those measures amount to the \u201craw data\u201d produced by the agency\u2019s Carrier, Safety, Accountability program and so are \u201cnot based on relative comparison to other motor carriers.\u201d<\/p>\n<p>Because the highway bill prohibits the display of property carriers\u2019 relative percentiles, FMCSA <a href=\"http:\/\/ontruck.org\/fmcsa-removes-csa-data-from-public-view\/\">pulled that information<\/a> from public display on December 4, 2015. The agency removed the raw CSA data to allow time to revise its SMS website.<\/p>\n<p>\u201cAt this time, those modifications are complete and the SMS website is fully compliant with the FAST Act,\u201d FMCSA said on March 7.<\/p>\n<p>The agency advised that any motor carrier without login credentials for the SMS website may<a href=\"https:\/\/www.fmcsa.dot.gov\/registration\/request-pin-number\"> click here<\/a> for more information on how to obtain a PIN.<\/p>\n<p>Meanwhile, FMCSA announced it is adopting a new \u201cHigh Risk\u201d motor carrier definition along with investigative procedural changes aimed at enabling investigators \u201cto take more immediate action against carriers with the highest crash risk.\u201d<\/p>\n<p>In its notification, published in the <em>Federal Register<\/em> for March 7, the agency said the changes are in line with its \u201ccontinuing efforts to improve CSA.\u201d<\/p>\n<p>FMCSA said that under the new definition, non-passenger (that is, property-carrying) motor carriers are considered \u201cHigh Risk\u201d if they have two or more of these Behavior Analysis and Safety Improvement Categories (BASICs) at or above the 90th percentile for two consecutive months and they have not received an onsite investigation in the previous 18 months: Unsafe Driving, Crash Indicator; HOS Compliance, and Vehicle Maintenance.<\/p>\n<p>As for passenger carriers, they are now deemed \u201cHigh Risk\u201d if they have two or more of those BASICs at or above the 90th percentile for one month and they have not received an onsite investigation in the past 12 months.<\/p>\n<p>FMCSA contends the new definition will identify fewer at-risk carriers, but \u201cthis group of carriers will have a higher crash risk than the group of carriers identified under the current \u2018High Risk\u2019 definition.\u201d<\/p>\n<p>Federal eRulemaking Portal by going to www.regulations.gov and following the online instructions for submitting comments<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As of March 7, the Federal Motor Carrier Safety Administration has restored the CSA Safety Measurement System (SMS) \u00ab\u00a0raw data\u00a0\u00bb on its website, making it once again publicly visible.
