{"id":1845,"date":"2015-11-20T15:40:15","date_gmt":"2015-11-20T15:40:15","guid":{"rendered":"https:\/\/cantruck.ca\/bradley-top-three-issues-impacting-trucking\/"},"modified":"2025-01-10T16:51:29","modified_gmt":"2025-01-10T16:51:29","slug":"bradley-top-three-issues-impacting-trucking","status":"publish","type":"post","link":"https:\/\/cantruck.ca\/fr\/bradley-top-three-issues-impacting-trucking\/","title":{"rendered":"Bradley: Top Three Issues Impacting Trucking"},"content":{"rendered":"<p>CTA President David Bradley recently commented on three \u201cgame-changer\u201d issues affecting the trucking industry.<\/p>\n<p>Speaking at the PeopleNet Canada Transportation Symposium in Toronto, Bradley spoke about some of the biggest opportunities and challenges affecting the trucking industry:<\/p>\n<p>As reported by <em>Truck News<\/em>:<\/p>\n<p><strong>Mandating ELDs:<\/strong><\/p>\n<p>\u201cI\u2019m always optimistic \u2026 and the fact that we have a space man as our new Minister of Transport suggests to me that he knows a little bit about transportation, logistics, and the need for communication and the need to monitor things,\u201d he said.<\/p>\n<p>\u201cCanada\u2019s trucking industry \u2026 (was) the first association in North America a decade ago to take the position that wherever any truck where currently the driver was required to use a paper log book should be replaced with an ELD of some sort. That was 10 years ago and I think that we had hoped at that time that Canada would lead North America. We were ahead of the US at the time, however our governments chose not to pursue the issue. But, I have some hope that things are starting to change.\u201d<\/p>\n<p>He said that old arguments against ELDs \u2013 such as cost and productivity no longer hold water. In fact, and added that ELDs could actually help the relationship between the driver and enforcement.<\/p>\n<p><strong>GHG Phase 2 regulations<\/strong><\/p>\n<p>\u201cIn no time in our industry\u2019s history has our carriers\u2019 economic goals been as aligned with society\u2019s goals in terms of the environment, specifically GHG emissions, than they have ever been,\u201d said Bradley when discussing the issue of GHG Phase 2 regulations. \u201cIt\u2019s a good thing because it appears the new government is going to be taking a proactive approach to GHG reduction than the previous federal government.\u201d<\/p>\n<p>The <em>Greenhouse Gas Emissions and Fuel Efficiency Standards for Medium- and Heavy-Duty Engines and Vehicles \u2013 Phase 2,<\/em> from the US Environmental Protection Agency (EPA) and the US National Highway Traffic Safety Administration (NHTSA) <a href=\"http:\/\/ontruck.org\/epa-nhtsa-unveil-proposal-for-phase-2-of-ghg-truck-rule\/\">is set to\u00a0apply<\/a> fuel efficiency standards to trucks and engines beginning in model year 2021.<\/p>\n<p>Again, Bradley said he <a href=\"http:\/\/ontruck.org\/editorial-simply-duplicating-us-truck-ghg-standards-wont-work-for-canadian-fleets\/\">doesn\u2019t want Canada to play second fiddle<\/a> and simply mirror the US regulations.<\/p>\n<p>\u201cWe have to go about it intelligently. Canada is way behind in terms of developing the policy and framework and I for one, don\u2019t like Canadian laws being developed by US congress,\u201d he said.<\/p>\n<p><strong>Driver shortage<\/strong><\/p>\n<p>\u201cIt\u2019s a very complex issue and there are issues with compensation as there always are when you\u2019re talking about a shortage of anything,\u201d he said. \u201cCompensation hasn\u2019t gone up though, as it should in our industry. We have to be competitive, in order to attract people from other sectors, or those are looking for work.\u201d<\/p>\n<p>He added that the industry cannot be complacent and should alter driver pay because \u201cnobody else can solve this issue, except the industry itself\u201d and\u00a0that the role for government in helping solve the driver shortage issue is to make driving a skilled trade.<\/p>\n<p>\u201cTrucking should be a skilled trade. Not to disparage hair dressers, but that is a skilled occupation, whereas truck driving isn\u2019t,\u201d he said. \u201cIt doesn\u2019t make a whole lot of sense. What we\u2019ve been pushing for is mandatory entry level training and have the occupation deemed to be skilled.
